Cynthia…. your comments about the trail are correct HOWEVER when Federal Funds are used it must be truly accessible to ALL. The engineers could have re-worked the hills in a way which would have brought the grades into compliance much like they have done in other parts of the country where hills are really mountains. They could have also altered the route slightly in order to comply. The way it stands now… it is a nice trail BUT it is definitely a law suit waiting to happen. Currently it is not safely accessible to quite a few users as described in earlier comments. Ultimately, additional funding will likely be required to fix the trail after accidents do happen.
