I wonder if this problem is just an outgrowth of the entitled Millennial generation that my generation (the Boomers) created., college binge drinking coming home to roost. Last year, my own 22-year-old son spotted a group with a bottle of Jack Daniels, paddled over and asked for a swig if he told a joke. Drinking on the water has been around for ages, but the Millennials are taking drinking to a whole different level and often feel this is just another entitlement that they have been handed. Mind you that alcohol abuse cuts across the generations, but it is most noticeable among the 18-35 year old age group (why brewers and distilleries focus their marketing on this age age group). Since most of the river traffic seems to rental in nature, perhaps numbering or otherwise marking the craft and encouraging people to report miscreants might settle things down.
